PCI explained: the number your paving budget runs on
The Pavement Condition Index is how road networks get compared, ranked and funded. Here is what the 0-100 score actually measures, and what it quietly leaves out.
What PCI is
The Pavement Condition Index (PCI) is a 0-100 score describing the surface condition of a road segment, where 100 is a freshly paved street and 0 is a failed one. It was developed by the US Army Corps of Engineers and is standardized as ASTM D6433, which is why scores from different cities, consultants and software can be compared at all.
The score is not an opinion. It is computed from observed distresses: the standard defines around twenty distress types for asphalt (longitudinal and transverse cracking, alligator cracking, potholes, rutting, patching and so on), each recorded with a severity (low, medium, high) and a density (how much of the sample area it covers). Each combination produces a deduct value, and the deducts are combined and subtracted from 100.
How to read a score
ASTM D6433 pairs score ranges with verbal ratings. Different agencies tweak the bands, but the standard scale looks like this:

The economics live in the middle of that table. Pavement does not degrade linearly: a street can sit in the 70s and 80s for years, then fall through the 50s fast once water gets into the cracks. Treatments in the "Fair" window cost a fraction of the reconstruction they prevent, which is why pavement engineers repeat the same mantra: keep good roads good.
What PCI leaves out
- Ride quality. Roughness is its own metric, the International Roughness Index (IRI), measured with profilers. A road can score decent PCI and still ride badly, and vice versa.
- Structural capacity. PCI reads the surface. It cannot see a failing base or subgrade, which is what deflection testing is for.
- Freshness. A PCI score is attached to a survey date. Scores from a 4-year-old survey describe the network you had, not the network you have.
Why small municipalities need the number anyway
Even if your public works team knows every bad street by heart, the score matters for three practical reasons:
- Asset management plans. In most provinces, access to federal transfer programs such as the Canada Community-Building Fund is tied to having a current asset management plan, and road condition data is the backbone of it.
- Defensible budgets. "Council, 34% of our network is below PCI 55" survives scrutiny in a way "our roads are getting worse" does not.
- Treatment timing. The whole return on pavement management comes from catching segments in the preventive window. You cannot time what you do not measure.
Where the data comes from is changing
Traditionally, the distress data behind PCI comes from a consultant crew or an instrumented survey van, once every few years. The newer approach is continuous: cameras on vehicles the city already operates capture the road on their normal routes, computer vision detects and classifies the distresses, and staff review the detections. The scoring math does not change. What changes is that the inputs stop aging between surveys, and every score comes with photo evidence a reviewer approved.
