What does a road condition survey actually cost?
If you manage a municipal road network, condition data is the input for every paving dollar you spend. Here is what the three ways of getting it actually cost, and where the money goes.
Why cities pay for condition data at all
Most road budgets are spent reactively: a resident complains, a crew patches. The alternative, planned pavement management, needs one thing complaints cannot give you: a consistent, network-wide picture of condition, usually expressed as a Pavement Condition Index (PCI) score per road segment. Agencies that seal cracks for hundreds of dollars today avoid full-depth repairs that cost tens of thousands per block a few years later. The survey is what makes that timing possible.
Option 1: manual walking or windshield survey
A consultant team drives or walks the network and rates distress by eye, typically against the ASTM D6433 method that produces PCI scores. This is the traditional route, and for many small and mid-size municipalities still the default.
- Typical cost: commonly quoted in the range of $50 to $150 per lane-km for windshield-style ratings, more for detailed walking surveys. For a mid-size city with 1,000 to 2,000 lane-km, a full cycle routinely lands in the low-to-mid six figures once reporting is included.
- Frequency: every 3 to 5 years is common, because that is what budgets allow.
- Weaknesses: subjective between raters, a snapshot that ages immediately, and the network keeps degrading between cycles.
Option 2: automated survey vehicle
A specialist vendor drives an instrumented van with downward cameras, lasers and inertial profilers through the network. Output is detailed and repeatable: PCI, rutting, roughness (IRI), sometimes structural data.
- Typical cost: commonly $100 to $300+ per lane-km depending on scope and deliverables. High-detail collection on a full network is a major procurement.
- Frequency: the price usually pushes cities to the same 3-to-5-year cycle.
- Weaknesses: still a snapshot. The van leaves, the data starts aging. Mobilization costs also penalize smaller networks.
Option 3: continuous monitoring on vehicles you already run
The newest option skips the dedicated survey vehicle entirely. Cameras in vehicles the city already operates, transit buses, waste trucks, plows, bylaw cars, capture the road on their normal routes, and computer vision turns the footage into geolocated, severity-rated defects continuously.
- Typical cost: a software subscription. Roadlens, for example, runs $70,000 to $90,000 CAD per year for continuous network monitoring, or about $30 per lane-km for a one-time survey engagement. Capture hardware is a phone or dashcam per vehicle.
- Frequency: continuous. Any street a fleet vehicle drives is fresh data.
- Weaknesses: coverage follows fleet routes, so quiet streets update less often, and camera-based systems rate surface distress, not structural capacity. Detection quality also varies by vendor and climate, which is why review workflows matter.

The question that actually decides it
The three options are not really competing on price per lane-km. They are competing on how old your data is when you spend against it. A $170,000 survey that is four years old by the time a street comes up for treatment has quietly stopped being data and become history. If your capital plan is built on stale condition scores, the cheapest survey is the one you already cannot trust.
That is the case for continuous monitoring: not that the per-km number is smaller, but that the answer to "what shape is this street in" is never older than the last time a bus drove down it.
